What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget to the top of both the Angel and Cash Upgrade Windows. The Manager is priced at 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to buy upgrades.
Boosts
There are a myriad of enhancements that can be obtained with an upgrader. These can include stats, as well as extra bonuses. These bonuses can be used on armor, weapons and trinkets. Some items come with built-in boos, which is less useful when upgraded. For instance, the Goldwrap has an extra slots for potion. These are often upp'd to inject more value into an item that is perfect or close to being perfect.
Costs
There are some costs associated with item upgrades. The first is the cost for the upgrade. This price is contingent on the new ilvl of the item and the amount of perks it will gain and is often expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the cost of materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these items required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It could take as long as 8 hours depending on the size of the upgrade. The base stats of the upgraded item are calculated based on the new ilvl as well as other characteristics. This calculation determines the new Armor Class bonus, damage dice, and other important statistics. In certain cases an upgrade may grant additional benefits. These perks are listed on a list.

Another way to increase the chance of an upgrade achieving success is by using the item known as Blacksmith Blessing or an upgraded version of it. This item is useful in the event that your item or weapon is near or has reached the top level of its level.
